What Is the White Powder on Concrete Paving Blocks? Understanding Efflorescence (Lime Bloom)

When inspecting precast concrete footpath or roadway paving blocks, many in the construction trade have come across a white powdery deposit on some block surfaces — even within the same selected batch, some blocks show it while others do not. This is a normal, natural characteristic of cement-based products. Its technical name is efflorescence, commonly known as "lime bloom" or "white frost", and it is not a quality defect. This article explains the phenomenon from a scientific standpoint, with reference to international standards.



 

What is efflorescence?

Efflorescence is the appearance of a white, powdery or frost-like deposit on the surface of cement-based products. It forms when soluble salts — principally calcium carbonate — migrate with moisture to the product surface and crystallise. It is a surface phenomenon only, and does not affect strength, abrasion resistance or slip resistance.

 

The science: cement hydration and capillary action

Understanding efflorescence starts with how cement hardens:

  1. Hydration produces free lime — when cement reacts with water, the hydration reaction produces calcium hydroxide, Ca(OH)2, as an unavoidable by-product;
  2. Capillary action carries it to the surface — concrete contains a network of fine capillary pores; as rain or curing moisture evaporates, dissolved calcium hydroxide is drawn through these pores to the block surface;
  3. Reaction with carbon dioxide forms white crystals — on contact with carbon dioxide in the air, it converts to white calcium carbonate crystals, the powder we see:

Ca(OH)2 + CO2 → CaCO3 + H2O
(calcium hydroxide + carbon dioxide → calcium carbonate + water)

 

Why precast concrete blocks in particular — and not ceramic tiles?

The difference lies in the manufacturing process. Precast concrete paving blocks are made by mixing pigment, cement and aggregate in proportion, casting the mix into moulds, and air-curing it until set — the process involves no kiln firing at all. Ceramic tiles, by contrast, are fired at around 1200°C; the body vitrifies at that temperature, the free lime is consumed, and the capillary pore structure is sealed.

Because concrete blocks retain their capillary pores and continuously hydrating cement, efflorescence can occur. It is an inherent physical and chemical characteristic of the material — not a manufacturing fault.




 

Why does the same batch vary block by block?

Each block's moisture content, evaporation rate and position during curing, storage, transport and laying differ slightly, so the migration path of calcium hydroxide varies from block to block. That is why, even within the same selected batch and pallet, some blocks may bloom while others do not, or to different degrees. This is very commonly observed on site.

What international standards say

  • BS EN 1338:2003, the European standard for concrete paving blocks, states that efflorescence does not impair the performance of paving blocks and is not considered a significant defect;
  • The same standard notes that slight colour variation between batches, arising from natural differences in raw material properties and curing conditions, is normal and not grounds for rejection;
  • North American industry guidance — CMHA/NCMA TEK 8-3A and ICPI Tech Spec 5 — likewise defines efflorescence as a natural occurrence with no effect on structural performance.

 

It fades naturally

With rain, sunlight and foot traffic, efflorescence typically fades away within a few months to a year or two. To remove it sooner, scrub with clean water or a purpose-made efflorescence cleaner; strong acids should be avoided as they may etch the block surface.

At acceptance, we recommend judging by the product's overall appearance, strength and structural performance — the bloom is surface-level only and does not affect service life.

Closing remarks

The white powder on concrete paving blocks is a natural characteristic of cementitious materials, with a well-understood scientific cause and clear international-standard backing for its "not a defect" classification. Understanding the principle makes for confident acceptance on site.
